Normally they start out with returning players because the focus is on basics such as footwork/technique. They want players who know the drills and thus are predictable out there to maximize predictability and avoid unscripted mistakes obscuring the focus.

Suggested topic:
This is the 1st time I've ever seen undrafted free agents in single digits. It's always double digits, often 15, sometimes even 20. How does this compare to other seasons? To other teams? What's the average number?
Is this important in judging whether a team does a good or poor job filling its roster?
If it's too late to do it this year, how about next year?

They had double digit draft picks this year too, instead of just 6 or 7. Only so many camp bodies needed, only so many competitor-slots available to train-up and evaluate worthy prospects.
