The United Football League have announced that their sixth franchise will be based in Norfolk, Virginia, and that former Washington Redskins and Tampa Bay Buccaneers quarterback Doug Williams will serve as the team's general manager.

Most recently, Williams worked as the Director of Pro Personnel with the Buccaneers, but the two sides mutually parted ways in May after Williams did not receive a one-year contract extension.

Williams had been in the Buccaneers' personnel department since 2004, working under former general manager Bruce Allen, who is now running the Washington Redskins' personnel department.

A first-round pick (17th overall) out of Grambling by the Buccaneers in 1978, Williams spent 5 seasons in Tampa, leading the franchise to a 33-33-1 record and its first playoff berth. Williams finished his playing career with the Washington Redskins, earning MVP honors after the Redskins' 42-10 win over the Denver Broncos in Super Bowl XXII.

Williams got involved in coaching after his playing career was over, working at the high school level and several college internships before succeeding Eddie Robinson at his alma mater.

Williams explored college opportunities earlier this off-season, and was rumored to be a candidate for the University of South Florida job.
